Individuals / Groups and organizations in Sri Lanka who/which have developed ICT products are eligible to apply for NBQSA

1. All Commercial Application forms except for the Research & Development category should be accompanied by
A LETTER OR LETTERS FROM USER(S) CONFIRMING THAT THE PRODUCT IS INSTALLED AT THEIR SITE / BEING USED BY THEM.

2. Applicants to all categories should fill PRODUCT DESCRIPTION, UNIQUENESS, FEATURES, QUALITY/APPLICATION OF TECHNOLOGY.

3. Applicants to All categories EXCEPT Research & Development and E-Government & Services should fill MARKETING POTENTIAL.

4. Applicants for the Research & Development category should fill PROOF OF CONCEPT instead of marketing potential.

5. Applicants for the E-Government & Services category should fill value to PUBLIC/GOVERNMENT instead of marketing potential.

6. Applicants for the e-Inclusion and e-Community category should fill value to VALUE TO COMMUNITY & SOCIETY AT LARGE instead of marketing potential.

7. An entry is allowed to be nominated to only ONE Head Category except in the case of Start-up category. An entry nominated for Start-up category may also be optionally nominated to a relevant Head Category.

8. If eligible, an entry to the Head Categories is optionally allowed to compete in ANY of the Special Awards.

9. Once submitted, any changes to an entry nomination are strictly NOT allowed after the application closing deadline.

10. Attach additional pages as required.

11. English is the mandatory language to be used for both Judges and Nominees during the judging process.

12. Absolutely no pictures (photo taking), video or audio taping by entry’s representatives is allowed during the judging sessions.

13. Any complain on the participating product could be made to the Chairman of the Organizing committee in Writing to be forwarded to the Panel of Judges. Final decision made by the panel of judging committee Headed by the Chief Judge on any participating product is deemed final.

14. Applicants/winners are not allowed to make any duplicates to the awards/certificates/gift awarded at the NBQSA.

15. Suggestions, Comments and Inquiries with regard to the judging should be submitted through feedback form within the 7days of the judging presentation.

16. Any feedback or comments regarding the final product results will not entrain after the Awards Ceremony.

17. No feedback will be provided by the judges under any circumstances.

18. The final selection of the participants to represent Sri Lanka at the Asia Pacific ICT Alliance (APICTA) Awards is the responsibility of the panel of Judging committee headed by the Chief Judge based on the conditions prevailing in each year.

19. Maximum no of applications per organisation / Institute for NBQSA competition will be limited to 15 applications and any additional application will be filtered by the selection panel.

National ICT Awards – NBQSA, BCS Secretariat,

As per the rules of NBQSA:

– A participating product needs to be presented to a panel of Judges at a scheduled time period and at a specified venue by an individual or group of people physically in front of the judges.

– In addition to the person/persons who are physically present in front of the judges, any one is not prohibited from adding value to the presentation either physically been in the judging room or remotely connecting via telephone/video conferencing/Skype/viber/whatsapp/.. etc. The participant has the freedom to include these value additions as they feel appropriate.

– Value addition to the presentation could be done by development team members, own organisations’ leaders, customers etc.

– The presentation of the product should cover explanations and demonstration of the product for the presentation to be considered complete.

– NBQSA strictly does not require the participating ICT product to be handed over to the organisers, judges or any 3rd party for the purpose of evaluations.

– The judging is carried out based on the presentation and product performance related facts obtained through the customer/market references

– The legal ownership of the product is presumed to be with the participant(s) OR the participant(s) have obtained the authorization explicitly from the legal owner to submit the product to NBQSA.

– The Chief Judges’ decision is the Final decision on the Awards.

– The participants are required to handover the Feedback form immediately after the Judging activity of the participating product is completed.

– Any complain/comment/subjections could be handed over to the organisers up to 21days prior to the scheduled date of the Awards Ceremony for each year. The organisers reserve the rights to address such complains/comments/suggestions as and when they decide appropriate to do so.

No. A product can only be submitted to one Head category / Solution Category only in a given year. Exceptionally, nominations can be submitted when
     – the organisation qualifies to be in the Start-up category OR
     – the product qualifies to be in any multiple/single Special Awards categories subject to the product can be submitted only to one such Special awards category. 
 
Acceptance of the nominations to multiple categories shall strictly be with the Chief Judge and the Judging advisory Committee.  

Only participants are allowed to send their feedback.

At the end of any Commercial or Special Category Judging, Feedback forms are handed over/download link provided to the participant, to be handed over to the organizer within the indicated period of time.

Feedback regarding any Student Category Judging needs to be forwarded to the organisers in-writing through the coordinator of the respective Tertiary Educational Institute.

All the feedback must be handed over to the organisers withing 2 working days of the participant facing the judging, indicating the Category, Name of the Project/Product, contact details of the participant and Date & time of Judging.

Policy on Duplication of NBQSA Awards

Duplication of National Best Quality ICT Awards (NBQSA) Trophies could be done subject to the following conditions:

a) The application for the NBQSA should have been made under all the names of the respective legal owners on or before the deadline for submitting applications for the specific year.
b) All parties of should have been party to the evaluation presentation.
c) A written request for the duplicate trophy should be made by the requesting party within one month of the awards ceremony to the BCSSL Secretariat.
d) The Written request should be made along with the written consent from all the other legal owners / applicants to the NBQSA of the product.
e) The written request should be made along with the Processing fee. The cheque should be made to “BCS the Chartered Institute for IT – Sri Lanka Section”.

Prerequisites to issue the duplicate trophies

• Replicas will only be issued, only if all the involving parties agree to do so in writing.
• Replicas requested are only accommodated for the Commercial Category winners.
• EXACT copy of the trophy will be issued and maximum of 3 copies can requested subject to the number of applicants in the original application to NBQSA.
• Parties involved should have been declared before the preliminary judging process beings.
• Time to deliver the replicas will depend on the supplier of the trophies and would be informed to the applicants within 3 working days of the application.
• Fee of LKR 300,000 will be charged as the processing fee.

The Sri Lankan nominees for each of the APICTA categories would be selected based on the following minimum criteria.
– The product / Project needs to be selected to the “Winners Circle” of NBQSA.
– The Judging advisory committee of NBQSA need to decide that the product / project has relevance to the regional or international context.
